Application for Temporary Traffic Restrictions

Guidance

  • Temporary Traffic Restrictions such as road closures, short term parking restrictions and reduced speed limits are used to ensure that work on or adjacent to the public road can be undertaken safely.
  • Temporary Traffic Restrictions can also be used to ensure the safe holding of or operation of events on or adjacent to the public road.
  • It is the responsibility of the person promoting the works or holding the special event to ensure that all their necessary permissions are in place and that once approved that the restrictions, including any diversion route are signed safely and appropriately. The promotor is also fully responsible for publicising the restrictions, and notifying affected persons.
  • Costs apply – these comprise a set fee for processing the application and advertising costs (for Order which require publication in the local press)
  • Ayrshire Roads Alliance (ARA) require
    • a minimum of 30 working days’ Notice to process and advertise a Traffic Regulation Order
    • a minimum of 20 working days to process a Traffic Regulation Notice applicable for works of 5 days or less
    • a minimum of 30 working days to process a Traffic Regulation Order applicable for Special Events
    • Emergency Notices are processed as soon as is reasonably practicable within normal working hours
  • Prior to completing your application please read the following guidance;
    1. ARA cannot process applications for restrictions on private roads or on the A77 or A78. The A77 and A78 are Trunk Road and are managed by Amey Highways on behalf of Transport Scotland.
    2. Applicants are required to have an LA reference No. and Scottish Roadworks Register (SRWR) before completing the application form. You will not be able to submit your application without these.
    3. Plans showing the extent of works and where applicable, diversion routes, should be to Chapter 8 standard and show Traffic Management signage. If plans are unclear or not to an acceptable standard the application can be rejected.
    4. Applicants applying for restrictions to facilitate the holding of a special event must have contacted events@east-ayrshire.gov.uk or licensing@south-ayrshire.gov.uk prior to making their application. Colleagues in the events team can provide advice and guidance to ensure that your event is as safe and successful as possible.
    5. A PO number or other suitable recharge details are required before your application can be submitted
